រាជធានីភ្នំពេញ៖ ឯកឧត្តម ហួត ហាក់ រដ្ឋមន្ត្រីក្រសួងទេសចរណ៍ បានអញ្ជើញជាអធិបតីក្នុងពិធីប្រកាសទទួលស្គាល់ «ខណ្ឌដូនពេញ ជាទីក្រុងទេសចរណ៍គ្មានផ្សែងបារី» សម្រាប់ឆ្នាំ២០២៦-២០២៨ ដោយមានការអញ្ជើញចូលរួមពី ឯកឧត្តម ឃួង ស្រេង អភិបាលនៃគណៈអភិបាលរាជធានីភ្នំពេញ, លោកជំទាវវេជ្ជបណ្ឌិត ម៉ារៀណា ទ្រីយ៉ាស (Dr. Mariana Trias) ប្រធានអង្គការសុខភាពពិភពលោកប្រចាំកម្ពុជា, ថ្នាក់ដឹកនាំក្រសួងទេសចរណ៍, តំណាងក្រសួងសុខាភិបាល, ក្រុមប្រឹក្សា និងរដ្ឋបាលរាជធានីភ្នំពេញ, សម្ព័ន្ធត្រួតពិនិត្យថ្នាំជក់អាស៊ីអាគ្នេយ៍, អង្គការចលនាដើម្បីសុខភាពកម្ពុជា, អាជ្ញាធរខណ្ឌទាំង១៤, ប្រតិបត្តិករទេសចរណ៍ ព្រមទាំងភាគីពាក់ព័ន្ធប្រមាណ ៣០០នាក់។
ថ្លែងក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋមន្ត្រី បានសម្តែងនូវការកោតសរសើរ និងវាយតម្លៃខ្ពស់ចំពោះរដ្ឋបាលរាជធានីភ្នំពេញ រដ្ឋបាលខណ្ឌដូនពេញ ក្រសួងសុខាភិបាល អង្គការសុខភាពពិភពលោក និងដៃគូពាក់ព័ន្ធទាំងអស់ ដែលបានខិតខំរៀបចំ និងបំពេញលក្ខខណ្ឌនៃសូចនាករនានា រហូតខណ្ឌដូនពេញទទួលបានជ័យលាភី «ទីក្រុងទេសចរណ៍គ្មានផ្សែងបារី» ដែលជាសមិទ្ធផលគួរជាទីមោទនៈសម្រាប់ខណ្ឌដូនពេញ និងរាជធានីភ្នំពេញទាំងមូល។
ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ថា ខណ្ឌដូនពេញគឺជាក្រុង ស្រុក ខណ្ឌទី៩ ដែលទទួលបានជ័យលាភីនេះ។ ការប្រកាសទទួលស្គាល់នាពេលនេះ មិនមែនជាទីបញ្ចប់នៃកិច្ចខិតខំប្រឹងប្រែងនោះទេ ប៉ុន្តែជាការចាប់ផ្តើមនៃការទទួលខុសត្រូវថ្មី ក្នុងការបន្តថែរក្សា ពង្រឹង និងលើកកម្ពស់ស្តង់ដារបរិស្ថាន អនាម័យ សុវត្ថិភាព និងភាពទាក់ទាញនៃគោលដៅទេសចរណ៍នៅទូទាំងខណ្ឌដូនពេញ ឱ្យកាន់តែប្រសើរ ប្រកបដោយគុណភាព និងចីរភាព។
ជ័យលាភីនេះនឹងក្លាយជាគំរូល្អ និងជាកម្លាំងចលករ ជំរុញដល់ខណ្ឌផ្សេងៗទៀតក្នុងរាជធានីភ្នំពេញ ក៏ដូចជាក្រុង ស្រុក និងខណ្ឌនានាទូទាំងប្រទេស ឱ្យចូលរួមរៀបចំ និងលើកកម្ពស់មូលដ្ឋានរបស់ខ្លួន ឆ្ពោះទៅទទួលបានជ័យលាភី «ទីក្រុងទេសចរណ៍គ្មានផ្សែងបារី» បន្ថែមទៀត ដើម្បីរួមចំណែកកសាងគោលដៅទេសចរណ៍កម្ពុជាឱ្យកាន់តែស្អាត ឆ្លាត បៃតង មានសុវត្ថិភាព និងមានភាពទាក់ទាញ។
ឯកឧត្តមរដ្ឋមន្ត្រី បានបញ្ជាក់ថា «ទីក្រុងទេសចរណ៍គ្មានផ្សែងបារី» មិនមែនមានន័យថាជាទីក្រុងដែលហាមឃាត់ការជក់បារីទាំងស្រុងនោះទេ ប៉ុន្តែសំដៅដល់ទីក្រុងទេសចរណ៍ដែលមានការចូលរួមយ៉ាងសកម្មពីអាជ្ញាធរមូលដ្ឋាន មូលដ្ឋានអាជីវកម្ម សេវាកម្មទេសចរណ៍ និងប្រជាពលរដ្ឋ ក្នុងការអនុវត្តច្បាប់ និងលិខិតបទដ្ឋានគតិយុត្តពាក់ព័ន្ធនឹងការត្រួតពិនិត្យផលិតផលថ្នាំជក់ ជាពិសេសការមិនអនុញ្ញាតឱ្យជក់បារីនៅតាមទីកន្លែងដែលច្បាប់ហាមឃាត់។

Daun Penh District Officially Recognized as a “Smoke-Free Tourism City” for 2026–2028
Phnom Penh: H.E. HUOT Hak, Minister of Tourism, presided over the official recognition ceremony declaring Daun Penh District a “Smoke-Free Tourism City” for 2026–2028. The ceremony was attended by H.E. Khuong Sreng, Governor of the Phnom Penh Capital Administration; Dr. Mariana Trias, WHO Representative to Cambodia; leaders of the Ministry of Tourism; representatives of the Ministry of Health; the Phnom Penh Capital Council and Administration; the Southeast Asia Tobacco Control Alliance; the Cambodia Movement for Health; authorities from all 14 districts; tourism operators; and approximately 300 relevant stakeholders.
Speaking on the occasion, the Minister expressed his appreciation and highly commended the Phnom Penh Capital Administration, the Daun Penh District Administration, the Ministry of Health, the World Health Organization, and all relevant partners for their dedicated efforts in fulfilling the required criteria and indicators. These collective efforts enabled Daun Penh District to earn the “Smoke-Free Tourism City” recognition—a proud achievement for both Daun Penh District and Phnom Penh as a whole.
H.E. The Minister emphasized that Daun Penh is the ninth municipality, district, or khan in Cambodia to receive this recognition. He stressed that the recognition does not mark the end of these efforts but rather the beginning of a renewed responsibility to maintain, strengthen, and further enhance standards of environmental quality, hygiene, safety, and the attractiveness of tourism destinations throughout Daun Penh District in a high-quality and sustainable manner.
This recognition will serve as a model and driving force for other districts in Phnom Penh, as well as municipalities and districts throughout Cambodia, encouraging them to develop and enhance their localities toward earning recognition as “Smoke-Free Tourism Cities.” These efforts will contribute to making Cambodia’s tourism destinations cleaner, smarter, greener, safer, and more attractive.
H.E. The Minister further clarified that a “Smoke-Free Tourism City” does not mean a city where smoking is completely prohibited. Rather, it refers to a tourism city where local authorities, businesses, tourism service providers, and residents actively participate in implementing laws and regulations governing tobacco-product control, particularly by ensuring that smoking is not permitted in places where it is prohibited by law.
